Dehydrated skin
Dehydrated skin occurs when the skin isn’t retaining enough water.
The difference between dehydrated and dry skin:
Dehydrated skin lacks the ability to retain water or moisture, whereas, dry skin lacks sebaceous oil production.
Symptoms of both dehydrated skin and dry skin:

Irritation, itchiness, sensitivity
Skin feeling tight or taught
Tight, dry or rough look or feel
Exaggerated fine lines
Severe redness and crack that may bleed

How to treat dehydrated skin:

Keep your body hydrated by drinking plenty of water throughout the day. More if you are exercising or sweating a lot.
Topical solution are products that are “hydro-based” or contain water as their first ingredient.
Consider shorter, lukewarm showers as hot showers soften the skin allowing water to evaporate and dehydrate the skin.
